The more current risk is information-gathering: individuals observing and photographing high-net-worth arrivals, particularly around Via Condotti and the hotel strips near the Spanish Steps. The intelligence value of those observations is sold to individuals with targeting intent in other jurisdictions.

Rome: the diplomatic concentration problem

Rome's diplomatic quarter — Parioli, Pinciano, the area around Via Veneto — concentrates foreign delegations, private security operations, and surveillance activity into a small geographic area.
